Bison clones himself so he can never really die. His soul is transferred to another body. Seth was mostly going to be one of those bodies, until he became self aware, as was Abel, or at least rumored to be.

I am starting to wonder if they even do listen to their fans by creating characters that no one is interested like this and ignoring what paying fans really want to see

Ultra II is just another throwaway game. It's HD Remix with two extra characters. That's really it. Not worth buying. If I wanna play it, I have HD Remix on my Xbox 360.
